Email notifications for share failures

Currently, email notifications are sent on actions taken on share requests except share failure

Describe the solution you'd like
Send email notifications to the consumer and producer team / individual ( based on how email notifications are configured in data.all) when a share fails.

It would be nice to know all the situations in which we get notifications. And then configure notifications for a selection of the following

• share submission
• share approval/rejection
• share failure
• share revoke
• share unhealthy
