Is your idea related to a problem? Please describe.
At the moment there are multiple steps to deploy data.all locally.

Describe the solution you'd like
As a developer I would like to be able to work on a data.all local deployment as fast and seamless as possible. Avoiding creation of AWS resources such as SSM parameters.

P.S. Don't attach files. Please, prefer add code snippets directly in the message body.

We can also include @petrkalos suggestion on #1176:
Would you mind creating a bunch of util methods (is_local is_prod is_docker etc)?
