Ada binding to DevIL library.

This library tries to be as close to original API as possible, while using
Ada types whenever possible. It is under ISC license. Full list of authors
is in AUTHORS file.

Depends on gprbuild (may build with gnatmake but not tested), devil and lumen
(lumen is used for ILUT). [on Debian you can install libdevil-dev to satisfy
DevIL dependency]

I have no plans of binding to following subprograms (unless someone will
actually need them):

To build with different than default CPU switches add "-XCPU=switches" to
gprbuild command. Defualt CPU switches are: "-march=native -fPIC"
