Revise gitflow around docs and chore prefixes #55

Right now docs and chore prefixes do not update the changelog.

This makes bots like renovate who use chore often trigger blank version updates when their PRs are merged.

Consider updating the release rules to fix this, or updating the GH actions workflow so only certain commit prefixes trigger releases.
