Develop a generic model for determining the cost of a unit of service

Most/every facility will provide a fuel cycle service that has a cost that is separable from the costs of material flows. E.g. an enrichment facility has a cost per SWU. Design a general model to accomplish this for implementation in the Toolkit.

It may include parameters such as:

• initial capital cost
• throughput capacity
• financial parameters (e.g. discount rate, tax rate, etc)
• O&M costs
• non-material costs (e.g. electricity in an enrichment facility)
