Current plans for adding packaging to resources (and resources in resbufs) does not have plans to deal with popping resources with respect to their packaging restrictions

For example, requesting pop quantity could result in popping part of a single resources out of its packaging, leaving the resulting material below its minimum restrictions. Need to determine whether popping by quantity should be packaging-aware, it shouldn't be and a warning should be thrown instead, or a something else
