RecordTimeseries should not be in Trade execution phase: #495

If the RecordTimeseries function is in the trade execution phase (i.e. GetMatlTrades, AcceptMatlTrades),
the supply/demand will not be recorded if that agent does not participate in the trade.

The RecordTimeseries calls should be moved, ideally to the Request for bids phase.

Excellent question. I'll take a look. I'm not sure what facility this refers too.
