Is this tool only available for RTSP stream?
Or can it take a regular video file on desktop as input?

Did you manage to figure out if regular mp4 file is okay?

You can navigate to config/config.xml and on line 6,

...
<RTSPURL>/your/own/path/to/video.mp4</RTSPURL>
...
