Write a guide on how to add a new atom

Is your feature request related to a problem? Please describe.
Adding new atoms is sometimes necessary, and so far there is no guide on our web docs on how to do it.

Describe the solution you'd like
There have been descriptions of how to add new atoms scattered in different places, so the task would be to collect these in a single place on our website.

Could you describe some places where adding new atoms is described? I want to read through these to see if I could help.

I recommend you look through pull requests to find examples. They won’t all contain exposition, but some will. Atoms that come to mind as more recent additions: xexp perspective von_neumann_entr New atoms will typically need additions to dcp2cone. Sometimes that’s the only place that needs new code. It’s more complicated to add atoms that act on “structured” inputs (like a complex vector or matrix, or a symmetric matrix, or a PSD matrix), since these typically need to go through complex2real or matrix_canon in addition to dcp2cone.

Ok, just to make sure I am going down the right path, are the following good examples to consider? This would be my first time contributing to CVXPY so I am not so familiar with the backend structure.
