Include manage-folders.php Docs template.

BuddyPress Docs 1.9+ loads the manage-folders template using `bp_locate_template()`,
which doesn't work properly with pre-theme-compat themes like cbox-theme. Until
the problem is fixed in Docs (probably by using `bp_docs_locate_template()`
instead), we work around the issue by providing a copy of manage-folders.php
in cbox-theme.

This is really a buddypress-docs bug. See boonebgorges/buddypress-docs#554 for details.

As a temporary workaround, I've put a copy of manage-folders.php into cbox-theme. This lets us work properly with bp_locate_template(). This template file can be removed once the buddypress-docs bug is fixed. I'll leave this issue open until we've got the final fix in place.
