Merge all open PRs from old repo to 0.37.x

In order to cut v0.37.x, we need to merge outstanding PRs from the Tendermint repository.

The PRs are:

• e2e: Add multi-version support to generator (backport #9933) #220
• v0.37.x:state/kvindexer: port 0.34 query fix #77
• Remove useless whitespace in Websocket output (backport #9720) #221
• rpc: Add caching support (backport #9650) #222
• p2p: add a per-message type send and receive metric (backport #9622) #230
• indexer: move deduplication functionality purely to the kvindexer (backport #9473) #228
• p2p:prevent adding peers who have errored (backport #9500) #216
