This user claims to be from the SC OSA:

https://www.openstreetmap.org/user/UnrelatedResearch/history

The boundaries they uploaded seem to be directly from their database, ArcGIS generated tags and all (it may be publicly available somewhere on their open data portal somewhere). The data seems mostly accurate and appropriate, but the tagging needs review (descriptions are included in some names, for example), and some of the features need conflation with other features of other types (leisure=park, landuse=orchard, etc.).

The changes were uploaded in December of 2020 and the user hasn't made any other changes, so DWG action is not needed, just some cleanup.
