Problem: A client may have a dozen dockets to parse through and it can be hard to tell which tabs you have parsed and which have not been added yet. If we added a symbol (or counter, or text, or something) to the docket page itself, it would be much easier to tell which counts a user has created petitions for, and which remain.

We should consider exactly what to add though - it shouldn't necessarily just be a check mark. Perhaps the number of counts being filed would be more useful (eg "2 of 5" or something).
