I need exact directions on set up

Every time I try to set the proxy up, it fails no matter what, so if anyone would be kind enough to walk me through the whole process,i would respect that. I'm starting from a Windows 10 computer, and I want set up to give me access to modify files to work on the proxy. The only time I got it working (once), It took way too much work and It was only connected to the real server, so I could not make changes. If anyone can help me, please reply as soon as possible.
