Every good project needs a linter - add ones for

JavaScript (including CSS support)
Elixir

They should be

Documented in the README.md
Installed as development depencies
Run by Travis and cause diff's to be rejected.

I think we already have Elixir format and Eslint setup, but it's not in Travis or run automatically (yet)
