Is your feature request related to a problem?

As a user
I want to use kea for DHCP management
so that I can have a supported environment.

Provide a detailed description of the proposed feature

Cobbler should be able to manage and configure Kea as a DHCP server as isc DHCP is marked as EOL by the isc.

Alternatives you've considered

Nothing so far.
