Need to support session extension on a per-team basis

Gameboard will be adding a setting that will allow admins to handle team session extensions. Upon extension, Gameboard will issue a request to Gamebrain notifying it of the team's new session end time. Gamebrain needs to coordinate with gameboard details of this process and ensure effects propegate into Cubespace clients.
