Well, you can use troposphere with sceptre which manages all infra organization parts.

Well Troposphere generates the templates, not the stacks, which are linked but one (templates) does not need the other.
If you are going to use Troposphere with scripts in spectre then make sure for things like region/accounts to use the AWS Intrinsinc functions instead of hardcoding values into the templates. Makes them far more reusable.
