Fly in claim only

The ability to set claim fly. Meaning once they hit a certain tank they can fly only inside their claims!

The FactionsUUID has a similar functionality where it enables flight inside of your claims.

So when you say fly, do you mean like the fly mode is enabled so that people can double tap space to lift off and if they leave their chunks it automatically disables? honestly maybe I could have a separate option in the world profiles for enabling/disabling flight.

I've thought about this one a little more and I feel like it's more of a niche feature, so it would be better suited as an addon. I don't think it would be terribly difficult for me to make one once I get the API up and running, but until then I'll have to backburner this idea
