forbidden repository return exit code 1

I used Gitlab-CI to build apk package with melange and facing error logs:

[forbidden-keyring-used]: forbidden keyring https://packages.wolfi.dev/os/wolfi-signing.rsa.pub is used (ERROR)
2024/03/25 08:08:35 INFO error during command execution: linting failed
Cleaning up project directory and file based variables

ERROR: Job failed: command terminated with **exit code 1**

When I built in my local PC (sdk container) it also happend that error code, but not break pipeline.
Should we change forbidden repository to warning message ?
