Add the ability to optionally create a block before timeout commit

As an optimization, depending on how full the mempool is, proposers could start the block creation process before timeout commit is reached and then wait to start gossiping the block until the next height is started. We could start gossiping immediately, which would provide even more benefit, but then we need a mechanism to ensure that validators wait to vote if the vote is not nil
