Could you paste your Vagrantfile.local (and Vagrantfile if you made any changes to it)? Also try running vagrant up --debug and paste that since it may help narrow down where the error is happening. Thanks!

I think this was a Vagrant upstream issue. Are you still seeing this, or is it fixed with recent Vagrant versions?
