Speedup CI

• Move detect-targets testing into Justfile, so that it can be run locally and run within one job.
• Use cargo-nextest for running test, currently it takes roughly ~35s to run tests on every target, see if we could improve that
• Fix overriding of release-profile in windows https://github.com/cargo-bins/cargo-binstall/actions/runs/8936278505/job/24587251575#step:3:1
• compile and run windows test on linux, nextest seems to be doing it
• binstalk-registry test::test_crates_io_git_registry is way tioo slow
