Add config option to turn off colored log output

The colored log output is nice when you're working in the terminal, but when working with a non-terminal logging system, you end up with log files that look like this:

01-20-2023 10:45:28 AM 15:45:28.526 [qtp150268540-13] �[34mINFO �[0;39m �[36me.i.l.c.r.a.HealthResource�[0;39m - Handling GET /health

It would be nice to have the option to turn off the colored logging so Cantaloupe plays more nicely with these logging systems.
