Contents of CharmsAndActionsPanel don't fully stretch

Description:
The Contents of CharmsAndActionsPanel, when rendering the CharmsPanel and the CharmActionsPanel, do not stretch out vertically. In the case of CharmsPanel, it doesn't stretch out horizontally as well. The horizontal stretching discrepancy might be caused by the fact that CharmsPanel renders a padded form (?).

Expected behavior:
My guess is that the contents of CharmsAndActionsPanel should stretch both horizontally and vertically within the panel.
