Enhancement Proposal

It would be handy if there was a dependabot-like scheduled action to automatically open a PR when fetch-lib results in an update.

For the observability bundle, we periodically open "upkeep" PRs manually for this purpose.

We have this in place in the observability workflows (and by we, I really mean @lucabello). It should be fairly trivial to convert this to typescript and make it general purpose enough to fit here.
