Context

Mysql is currently deployed as a single unit right now.

Would it not be better to have a 3 unit mysql deployment ? All of our mysql deployments are always HA and 3 units minimum.
To that end, can we also have kfp-db and katib-db use 2 different DBs but on the same mysql?

What needs to get done

Make mysql HA as part of the standard Kubeflow deployment
Optionally as part of either this task or another task, Katib and Kfp DB should use only 1 mysql application
