Refactor decision Definition/Diagram/ReqDefinition tests along with the user case tests.

On this ticket the following items were done:

• Consolidate all actions/selectors for the change version tests since its done across several scenarios, some are not included here.

• .testcaferc.js Move selectors/methods related to the change version here since this test is done on several scenarios.

• case-dashboard.spec.js ]file with the page and setup file for this feature.

• decision-dashboard.spec.js Consolidate tests under decisionDefinition.spec.js, decisionDiagram.spec.js and decisionReqDefinition.spec.js.
