Describe the bug
Tables in XML files processed by lawdown.py are not converted to tables in the resulting markdown output but instead become improperly formatted lists.

To Reproduce
Steps to reproduce the behavior:

  1. Convert any law containing a table within a paragraph from XML to markdown.
  2. Have a look at the resulting output (e.g. Alt脰lV

Expected behavior
Tables in XML files are converted to correct markdown for tables.
