The data files are super large, split them up into usable units

Design & Layout

This is how its shown on github at the moment

Split the data into useable units viewable on github with an unique identifier. In this example its year and calendar week to identify the item:

Should we add sub-folders for the years?

For BGBl we should use the Part_Year_Nr where Part is 1 or 2 (I or II) and Nr is the volume number as published.

not sure subfolder for years are useful, but if they are sure use them. Furthermore I recommend to use Arabic letters instead of Romans. They are easier to read and easier for calculations.

Yes please use decimal for numbers.
