Not sure what the problem was, but updating the rate expression to every 15 minutes caused the rate displayed in the AWS console to be consistent with the code. So now the rate is every 15 minutes.

Try to force rate change for Event Rule. Rate was 60 minutes in code,…

… but showed (and behaved as) 5 minutes in AWS.
