The definition of scale conflicts (or unnecessarily duplicates) the definition of IfcProjectedCRS.Unit. There are proposals to repurpose this definition with the scale of distorsion (see work by John Mitchell for the Model Setup MVD).

This should be fixed (at least deprecating/removing the current meaning of Scale).
