Can you actually contain a distribution system in a building?

In the diagram here https://github.com/buildingSMART/IDS/blob/master/Documentation/partof-facet.md it shows a distribution system contained in a building.

I didn't know this was possible. I searched the IFC docs but could not find any mention of this being legal.

Can somebody clarify?

A distribution system ‘serves’ a building (or other spatial element), so 1. Either IfcRelServicesBuildings and IfcRelReferencedInSpatialStructure should be added to the documentation and implementations (preferred) 2. Or the diagram and documentation could be correcte.d
