wrap conda builds with retry loop

In the calls to build the viral-ngs conda package (to test, and to deploy), the conda build commands should be wrapped with a retry loop, as the conda build operation can fail if any of the dependencies fail to download during the build. We should try building more than once after failing before failing the travis build as a whole.
