Need maximum capacity of yard

SwitchList currently assumes yards and staging yards are infinitely large. In many cases, folks have staging yards with fixed track sizes, or small yards, and need more help restricting the number of cars going through the yard.

My general answer has been "adjust the cargo shipping rates", but (1) that's a lot of work, (2) it's hard to understand how to do that, and (3) folks care more about running trains than the accuracy of the cargo rates.

Such a feature has been requested many times.
