Cars to load should be assigned from cars at yards

SwitchList currently allows freight cars that have just been unloaded to be sent immediately to a new shipper. This isn't quite realistic; many kinds of freight cars would need to return to the yard for inspection and cleaning.

Instead, SwitchList's car assigner should only consider cars that have already reached a yard and would have had time for cleaning or inspection.
