The slack-terminal utility should be ran also with a config file.
This should be like this:

slack config --file <PATH_TO_FILE>

And without file:

slack cli --message=MESSAGE --webhook=WEBHOOK --username=USERNAME --channel=CHANNEL

Optional config syntax could be TOML
