Currently, the disable_beneficiary_reward flag or is_beneficiary_reward_disabled is never used and the block beneficiary is always rewarded with gas.

I guess eventually these debug flags should be replaced with custom handlers? However, it seems that currently this is not yet the recommended way to handle custom behavior...
Anyway, the flag should probably either be removed or work correctly.
