Arbitrum fee calculation

hey, just flagging a bug in fee display, where the effective gas price is being represented as higher than it actually is as a result of priority fee not being ignored by blockscout, although it is by Nitro.

Looks like to issue was solved by #9733 and #9812: transaction fee and gas price are displayed properly after v6.4.0. For the old transaction, the BS re-sync is required.
