Allow admins to create labels that can be dragged around the map as suggestions #71

In order to guide self organisation it would be useful to have text (maybe images) that can inserted and dragged around similar to people.

Options

Either

we allow two types of objects. Text and hacks. Have some special marker to signify text rather than hack. and only allow admins to create text blocks?

or

Make all hacks on the map just text.
- on hover you can see the face of the person who created it
- allow one person to create multiple hacks (but then how does someone know where that person is?)
- this would me we don't need to do would be good to show small label (2-3 words) e.g. dylan python #10

@waf @ches what do you think?
