Connection Bandwidth limits

I have been have a strange issue with connection bandwidth limits for a while now. I can set limit setting to some values that I want the system to run at to not over run the circuit. What happens after sometime and it is random it the setting reset to 1 and 1 essentially stops the system. I reset to the values I want and then I select all and then select start. it will run for a time and we start the cycle all over again

Disable it using Portainer, remove everything in config folder except rtorrent>session and then run compose and let it recreate everything. this will recreate all config files and change the settings once again in rtorrent.rc file.
