rootProject/build.gradle 里没必要依赖 ohos 插件和配置 extension，在 module/build.gradle 里依赖插件并配置 extension 即可

rootProject/build.gradle 里还是必要依赖 ohos 插件和配置 extension 的，目的是为 rootProject 提供 cleanProject 任务，否则 DevEco 执行「Build -> Clean Project」会失败
