Budget Time Periods No Longer Work.

This appears to have been broken sometime after v1.23.1 (I rolled back to that version from 1.24.4 and now it works again). Browser is FireFox 114.0.

Set up Budgets for the year like:

...
2023-01-01 custom "budget" Expenses:Gifts                         "yearly"   1000 USD
...

Select Income Statement
Select Balances (yearly)
Set Time to something like 2023-01-01-2023-06-19

The budget numbers are for the entire year (I think) instead of just for the time period. My workflow has been to set the time period to the year - look at my overall yearly budget and then set it to a YTD equivalent time period and review that. Worked fine until I upgraded to the latest.
