New Service Config Tool

I am new to using Homer so if this already exists and I missed it feel free to ignore.

I am adding lots of new services to my dashboard and even with a linter I find myself making the same config changes a few times to get it right. I thought a quick python script to add a new service would be helpful. I have written https://github.com/joshobrien77/homerconfig and tested it on my install.

I have also never contributed to a project before so I am opening this issue to see if this is something you would like to add to the install of Homer.
