Manual enrollment of secure boot keys is broken after splitting GRUB to signed and unsigned #3137

After splitting GRUB to signed and unsigned, flasher boots unsigned by default, which means if the secure boot keys are enrolled manually, flasher is not bootable without manual intervention.
