"No Bulk Emails" setting not working #1012

I got this complaint today. We should confirm that checkbox actually does what it says it does.

Hi @jenlampton, I got two emails (duplicates) re. a security update for ACL this morning. In my B.org profile I have "No Bulk Emails?" checked. Do you know why I'm getting these emails then?
