Form Components Editing - Clicking SAVE does not apply all the changes in the form.

When saving the Webform - Form Components editing screen, and the from contains a new field or fieldset, any drag and drop changes to the field are not saved.

How to reproduce

• create a webform
• add two fields
• change the order of the fields and add settings for a new field or fieldset
• save the form

Result
The new field or fieldset is created
The reordering of the fields is NOT saved

Expected Result
The new field is created and the field reordering is also saved

I'm pretty sure this is different from the Drupal 7 experience with webform, but I did not validate.
