Quest The Echo of Ymiron Incompletable

Current Behaviour

quest is scripted and everything but the quest is not completed at the end of the dialogue between the npcs.

Expected Blizzlike Behaviour

As soon as the dialogue is finished the quest should be completed. I have read many comments that the incense must be used outside the script trigger radius and then completed inside the radius.

Steps to reproduce the problem

1. quest 11343
2. go to 61, 51 howling fjord
3. use the incense at the door
4. walk in
5. watch cutscene

same for me. Incense was used well outside of the range that makes the conversation start
