Can you briefly describe the issue?
GitHub offers a feature that allows you to create a pull-request template that will provide default text in the edit box when a pull request is created. Markdown is accepted when designing these, so anything that you could design in Markdown anywhere on GitHub will also work here (headings, lists, check-boxes, etc.).
An example of how this works can be seen in this YouTube video. It seems like it would be a good way to remind contributors to update the CHANGELOG.rst file or check off boxes for specific tasks before creating the pull request, etc.
We would want to brainstorm about what we'd like to see in such a template, so feedback is welcome for this issue.
