It's unclear to me if this is intentional, but ChanServ's VERBOSE setting does not emit notices on use of TEMPLATE. For instance, running /cs TEMPLATE #example autoop +AOeio while VERBOSE is set will reply in private, but not in #example.

Using TEMPLATE with the !+foo syntax to update existing entries matching the template does already generate a notice if VERBOSE is set. I'm ambivalent about generating notices on template edits that don't affect the access list; it potentially affects future edits to the ACL via FLAGS, so arguably it could make sense to notify operators (and/or the channel as a whole).
